关于加强水资源保护监督管理的思考

摘　　要：实施水资源保护监督管理首先需要实现"从水利行业管理到国家战略资源保护"的观念转变;进一步完善管理体制;完善各级水资源保护机构建设;突出抓好水功能区及入河排污口的监督管理;完善立法,严把水行政审批关,加强行政执法检查及监督监测,建立监督检查指标体系,建立监督管理技术支撑系统,应组建专职的水资源保护机构来承担水资源保护工作。Implementing the protection and supervisory management of water resources requires to firstly realize a concept return “from the management of the water resources industry to the protection of the national strategic resources”; further perfect the administrative system; perfect the construction of water resources protection organizations at various levels; stress the supervisory management of functional water zones and sewage discharge outlets to rivers; perfect and enact related laws and regulations; strictly enforce water-related administrative examination and approval, strengthen the inspection, supervision and monitoring in enforcing water-related laws, establish a target system for supervision and inspection, establish a technical support system for supervision and management; some special agencies responsible for water resources protection should also be established.
