摘　　要：首次运用全国R&D资源清查资料,对全国19个副省级及以上城市的科技实力作定量评估,为相关城市研究科技问题,制定科技、经济发展规划,提供了可靠的依据。In this paper,it is the first time that the state R&D resource is used to assess scientific and technical force of ninteen cities higher or equal than subprovince in China,providing credible reference to research scientific and technical problems and to make projections of scientific and technical development in these cities.
