摘　　要：生态环境重建与保护作为实施西部地区大开发的切入点与支撑点 ,在实际操作中不可避免地存在诸多问题。本文通过对定西县、西海固等几个典型案例区的调研 ,指出当前西部生态建设在政策、机制、法律法规等方面存在的诸多症结 ,并就解决方案提出了政策创新、机制创新、模式创新。As an important support to the western exploitation, eco-environment construction has exited some problems inevitably. After investigation to several regions, such as Dingxi and Xihaigu etc, this paper points out some problems in policy, mechanism, laws and rules. On the base of these, it gives a system of innovation, including the innovation of policy, mechanism, pattern and practice.
