乌鲁木齐区域水资源利用中的生态经济问题及其调控对策

摘　　要：本文在考察乌鲁木齐区域水资源利用现状的基础上 ,从生态经济学的角度总结和分析了该区域水资源利用中存在的问题 ;针对问题 ,提出了相应的调控对策。Urumqi Region is located at the arid climate zone.Water resources are vital basis for the economy,society and environment development.Although the great achievenent has been obtained,the problems are also serious in water resources exploitation and utilization.From the viewpoint of eco-economy,this paper concludes and analyzes the main problems:lack of water resources in the region ,serious waste in the utilization of water resources,weak integrated water management and serious ecological and environmental problems.These problems have become the barrier in the regional eco-economic coordinated development. Therefore,five strategic countermeasures are put forward for rational water use,which include:implementing the sustainable development strategy in water exploitation ,utilization and management;strengthening the construction of infrastructure in waterpower;implementing the integrated water planning and management for the sake of whole regional benefit;developing the water-saving production and water-saving society;stressing and augmenting the ecologic and environmental protection in water utilization.
