摘　　要：为探讨“军字一号”工程高质量运行的条件，从宣传动员、组织协调、完善制度、建立字典和应用队伍建设等方面进行了阐述，为“军字一号”工程高质量地运行奠定了理论基础。To study the condition for the smooth operation of 'No 1 Military' project, this paper describes form the angle of propaganda, coordination, completion of regulation, setting up of dictionary and the de- velopment of the personnel, thus laying a solid foundation for the smooth operation of the project.
