摘　　要：阐述了改进中国自然文化遗产资源管理的4项战略:科学为本,全面创新;上下启动,多方参与;三分结合,集散有序;一区一法,界权统一。每一项战略的阐述包括三层次:是什么一战略的含义,为什么一实施战略的原因,怎么做-关键点和注意事项。This Paper expatiates on four strategies to improve the resource management of the Chinese natural and cultural heritage, including: decision based on scientific research, stakeholders ' involvement, combination of centralized management and decentralized management, and one boundary -one administration agency. Each strategy is composed by three steps: What, Why, and How.
