摘　　要：从耗散结构理论审度转型期社会文化心态的运动演化,会发现有一种内在的本质的联系,即通过涨落实现突变的规律性,称为涨落突变规律。它具体表现为:社会文化心态系统内部经常随机地发生不同形式的微观涨落,当某种微观涨落被正反馈作用放大超过临界点,形成巨涨落,社会文化心态系统产生突变,形成有序状态。涨落突变规律不仅表现在社会整体文化心态的演化过程中,而且也体现在经济、政治、科技,或省、市、地区等各子系统的社会文化心态嬗变运动中。深入探讨和掌握涨落突变规律,对于社会管理组织或管理者,在社会改革中识别代表未来演化方向的微观涨落,自觉调控实现社会文化心态突变的临界点,加速和优化新的社会文化心态系统的建构,推动社会改革的飞速发展具有深远而重要的意义。An inherent and essential connection will be found after researching the evolution in the converting period of the social cultural psyche from the angle of the theory of wearing - off - structure . That is, we can realize the mutation law through the fluctuation. This can be called the fluctuating mutation law. It can be specified that microcosmic fluctuation of different forms often randomly occur in the interior system of social cultural psyche, when some kind of microcosmic fluctuation is magnified by the effect of the positive feedback and exceeds its critical point, huge fluctuation is formed. And simultaneously the system of social cultural psyche generates mutation, thus forming an orderly state. The fluctuating mutation law not only manifests itself in the evolution of social integral cultural psyche, but also embodies itself in the transformation of each subsystem of social cultural psyche in the economy, politics, and science and technology, or in the province, city, and area. It will be of great value for the supervisors to discuss and master the fluctuating mutation law in depth, for it is helpful for them to recognize the microcosmic fluctuation which represents the future evaluative direction, to realize the critical point of the mutation of social cultural psyche, and to accelerate and optimize the new structure of the system of the social cultural psyche, in order to promote the development of the social reform.
