中国过渡期社会保障的政策选择分析

摘　　要：过渡社会经济形态对社会保障的影响体现为多层次的综合作用,既包括经济的因素,也包括文化的(社会心理的)、政治的因素。过渡期社会保障的体系建设明显应有别于工业化已完成的西方国家市场经济国家。中国过渡时期社会保障体系的制度建设和完善,只能适应过渡时期社会发展的实际状况。在社会的过渡转型时期,政府有效地发挥作用十分关键,同时应坚持社会保障制度的基础性、差异性和过渡性原则。The social and economic influence of transition period of social security society includes many aspects in which economy's factor, the social culture state, and the politic factor may play important role. Social security's developments in transition period is different from western country, and should be adapt to Chinese actual condition .In that case, the government should insist at the same time some basic rules including foundation, difference and transition principles.
