摘　　要：总结国内外城网结构发展过程，提出做好规划选所和规划选线是做好城网规划和城网改造的基础。同时指出城网规划和城网改造应做的具体工作，并对改造工作中应注意的问题提出了建议。Based on summary on the improvement projects in home and overseas,substation and line plan is an important base of the improvement project of city electrical network.The paper proposes the main works for the improvement project and some suggestion on the special problems.
