肃北县草原生态环境的主要问题与利用保护对策

摘　　要：根据多次考查和多年积累的资料研究结果认为,肃北蒙古族自治县草原生态环境的主要问题是:水资源逐渐萎缩;水土流失和干旱灾害日趋严重;土地沙漠化在不断扩大和蔓延;洪水和泥石流破坏加剧;草原害鼠活动猖獗;草原载畜能力已超过临界放牧标准。现行的利用、保护对策对局部改善草原生态环境具有不可替代的作用,但弊端较多,不足以治本。建议以"全国草原生态环境保护区建设规划"中提出的"三大体系"、"八大工程"为总体目标,从持续利用与保护的全局出发,调整土地利用结构、制定天然草原利用强度指标、建设规模化的优质人工草地等措施,达到既开发利用草原资源,又保护草原生态环境的目的。According to a lot of investigation and the accumulated data of many years, main problems of the grassland ecological environment of Subei in the Mongolia autonomous region were identified These problems include the water resource gradually shrinking, erosion, drought becoming more severe, desertification, more severe destruction by flooding and mud and rock slides, rampant rodent activity, and the grassland being overgrazed Current countermeasures are not adequate It was suggested that the 'three big systems' and 'eight big projects', mentioned in the 'whole country grassland ecological environment protection area plan construction' serve as the collective aim From the goal of both persistent utilization and protection, it was suggested to carry out measures including adjusting the land utilisation structure, establishing a natural grassland utilisation intensity guideline and establishing high quality artificial grassland, attaining to both the exploitation and utilisation of grassland resources and the aim of protecting the grassland ecological environment
