摘　　要：卫生资源配置机制研究是获得科学卫生资源配置标准与方案的基础,也是卫生资源配置研究的重点内容。本研究通过对配置系统效率、配置公平性、需求合理性以及各类资源配置方法研究,针对军队各保障实体的卫生资源配置机制进行研究,通过构建包括数据包络模型(DEA)、成本前沿模型(Frontier)、洛伦兹曲线(Lorenz curve)和基尼系数、马尔柯夫模型、灰色系统预测模型、动态数列分析模型等方法对军队各类保障实体卫生资源(医疗、防疫、保健、药材)以及各类外生性要素资源进行方法与标准研究,研究了军队卫生资源配置复杂系统的定量分析问题,构建军队卫生资源宏观配置框架,建立军队医疗资源系统效率与测算模型,阐明各类卫生资源投入产出机制与规律,为制定军队各类保障实体卫生资源配置标准提供理论依据。The mechanism of health resource allocation(HRA) ,the basis of standard HRA and its project, is becoming the keystone in HRA field. With data envelopment analysis model, Frontier model, Lorenz curve , Gini coefficient, Mapkob model,grey system model and dynamic count sequence analysis model.the methods and standards of every exogenous element allocation and medical (primary military health .anti-epidemic and medicine) resource allocation were studied. This paper set up the macro-structure frame of military health resource allocation(MHRA) and clarified its input-output mechanism based on research of systemic efficiency, allocation equity, demand rationality and the other kinds of allocation methods. All this provide a reference for constructing MHRA standard in military service entities.
