摘　　要：作者在论述黑龙江省淡水资源重要性的基础上,提出该省淡水利用的宏观战略——应以水资源的开发利用为中心,利用淡水资源的各种机制来带动其他资源的开发和工农业的建设。Based on the analysis of the importance of the fresh water resources in Heilongjiang province, the author puts forward the strategy of fresh water utilization, which is promating the exploitation of other resources and the construction of industry and agriculture by exploiting and utilizing the fresh water resources.
