摘　　要：本文以跨世纪中国农业进入新阶段、农业产业化、市场化和信息化先后启动并互动发展的特殊历史时期为背景 ,以河南省农业发展需要和河南省农科院农业经济信息所为样本 ,在总结改革道路和主要成绩的基础上 ,着重研究总结了该时期促进该所改革发展管理创新的主要思路、方法机制、主要内容体系及其在实践中的主要地位作用。提出了我国农业情报改革中管理创新的地位、宗旨、原则、方法和机制 ;系统总结了五年来加快该所信息工作改革发展的七大管理创新系统 ,包括战略创新、观念创新、策略创新、方法创新、机制创新、结构调整创新、管理模式创新等。作者指出的管理创新要坚持“5个始终”的宗旨、“三不以三不靠”的原则 ,及其独创的管理创新的方法和促进机制等 ,对新世纪我国农业情报机构的改革发展具有普遍和长远的指导意义。s: The purpose ,principle and methods of management system innovation in the reformation and development of agricultural information agency were discussed in this article. Seven innovation systems on the management of agricultural information agency, including strategy ,though , tacties , means , operating mechanism ,adjusting structure and management model innovations were proposed on the basis of therequirement of Henan Agricultural economic and information development in the turning of the century.It will be able to direct in general the further reformation practice of the Agricultural information agency of our nation in the 21st century.
