摘　　要：领导者的权力是一种最为典型、最为普遍的权力现象。领导者权力的特殊性征及其在运行过程中暴露出来的权力腐败、权力滥用等突出问题,提醒我们必须对其格外注意地进行制约与监督。当前,加强对领导者权力的制约与监督,应该循着源头治理的思路,抓住提高领导干部素质这个根本,加快制度建设的步伐,加大群众参与的力度,常抓不懈取得成效。The leader's power is one kind of the most representative and universal phenomenon of the power. The particularity of leader's power and some outstanding problems exposed in the course of operation like power corruption, power misuse, remind us to pay extreme attention on power's restriction and supervision. At present, strengthen the restriction and supervision on leader's power should keep to the thought of managing the headstream, catch hold of improving the quality of leading cadres, expedite the pace of institutional improvement, enhance the degree of mass participation, and pay special attention on the effect of making all the time.
