摘　　要：依据制度经济学的基本原理 ,结合我国经济改革的实践和就业制度变迁历程分析我国当前的制度性失业。“制度缺陷”与“制度缺失”是造成我国当前高失业率的根本原因。双轨过渡的渐进式改革方式和当前改革攻坚阶段制度的创新失衡要求我国必须加快制度的调整和创新才能真正缓解我国当前严峻的就业形势。According to the principles of institutional economy, this article is to deeply analyze our country's institution unemployment based on the practice of our country's economic reform and the course of employment system's changes. Institution flaw and institution scarcity are the principle causes of our country's present high unemployment rate. Two rails' transition of reform method and the unbalance of institution in the hard time of reform urge that our country must accelerate the adjustment and creation of institution so as to alleivate present stiff situation of employment.
