摘　　要：自1999年5月19日以来,中国股市经历了一段时期的恢复性上升,国家的宏观经济形势和经济政策也有了很大转变。就当前的新形势下,我国的新股发行过程中,究竟是存在“股份掺水”,还是存在“股份缩水”:其产生的原因是什么;有什么样的危害;以及如何;台理等作了较为深入的分析研究。After the market of 5.19,chinese stock market experienced a period of rise.The status and policies of the micro economy have changed remarkably.In the process of new-stocks-publishing,are the stocks over-evaluated,or on the other hand.under-evaluated? What are the causes of it? What are the harms? How to prevent it? The article analyzed in details the problems mentioned above.
