摘  要:作为我国西北和华北重要水源的黄河,正面临着水资源短缺、生态环境恶化等严峻问题。为了改善生态环境、合理而高效地利用水资源以实现流域环境、社会和经济的可持续发展,提出解决这一问题的有效方法即"合理配水、市场调节、统一调度",并依据系统科学原理,采取宏观调控与市场机制相结合的水资源配置方式,建立面向生态的流域二次配水模型,制定出合理的水资源区域分配方案。The Yellow River,served as an important water resources in the Northwest and north parts of our country is facing the serious problems of water resource shortage and ecoenviron deterioration. In order to improve ecoenviron and to make rational and high efficient use of water resources so as to realize the sustainable development of environ,society and economy in the valley,an effective method to solve these problems is posed i.e.'rational water distribution,market regulation and unified operation'. Accordingly,based on the systematic scientific principle,water resource operation way of combining the macroadjustment and control with market mechanism should be adopted; and the valley dualwater distribution model being geared to ecoenviron must also be established; and the rational and regional distribution scheme of water resources ought to be worked out.
