摘　　要：政府改革应该以公共利益的实现为依托。本文分析了西方政府改革浪潮中的几种主要模式:市场模式、参与模式、弹性模式和解制模式,指出了不同模式实现公共利益的方式及其存在的问题。在此基础上,阐明我国政府改革应注意的几方面问题:在政府改革的目标上,强调对社会公正的追求;在政府职能的发挥上,强调政府与社会的合作;在政府决策的制定上,强调公民的积极参与;在政府运作的方式上,强调“阳光下”的政府。Governmental reform should be supported by realization of public interests. This paper has analysed several kinds of main models in the western governmental reform tides: market model, participatory model, deregulation model and flexible model. It also has pointed out that the ways of the realization of public interests in varied models and the problems with the models. On this basis, several questions should be paid attention to in the reform of Chinese Government: on the goal of governmental reform, the pursuit to the social justice is emphasized; on the government' s function, the cooperation between government and society is emphasized; on the formulation of government' s decision, the citizen' s positive participation is emphasized; on the operation way of the government, the government 'under the sunshine' is emphasized.
