摘　　要：提出了在现行电网管理体制下水电厂经济运行的定义;指出了耗水率概念(相当于火电的天然煤耗率)的模糊性,再一次论证了标准耗水率(相当于标准煤耗)的正确性和合理性;推导了计算公式,提出用标准耗水率指标考核水电厂经济运行,用平均水头指标考核水库经济运行的具体办法。This paper gives the definition for economical operation in hydraulic power plant under current management system of the power grid.It also points out the fussiness of water rate concept(in equivalence to natural coal consumption rate).Therefore it proves the correctness and rationality for standard water consumption rate(in equivalence to standard coal consumption).Besides that it has derived the calculating formula,putting forward some specific methods such as assessing the economical operation of hydraulic power plant by standard water consumption rate index,and assessing the economical operation of reservoirs by average head index.
