摘　　要：丽江县森工企业富余人员分流安置是实施天然林保护工程的关键措施之一。该县以人为本,组建天保工程建设队伍,变砍树人为护林人和种树人;严格执行一次性分流安置政策;充分利用资源和区位优势发展新兴产业;转换经营机制,盘活存量资产;积极发展股份合作经济。实现了以木材生产为主向生态建设为主的转变,天然林得到有效保护和恢复。The reassigning of surplus personnel of forestry industry enterprises in Lijiang is the key to successfully implement Natural Forest Protection Program. The construction contingent of this project is composed, based on the people-oriented in this county, and changed those people in charge of cutting trees into guarders and planters. Furthermore, once reassigning policy had been strictly implemented, resources and ecological advantages to develop burgeoning industry had been made full use of, management mechanism had been transformed, stock volume of assets had been activated to increase value, and joint cooperation economy had been vigorously grown, all these measures helped to realize the transformation from timber production-oriented to ecological construction-oriented. As a result, natural forest in this area had been protected effectively.
