摘　　要：改革国有资产管理体制,是深化经济体制改革的重大任务。随着国企改革的深化,我国长期实行的"国家所有,分级管理"的体制存在的问题突出反映出来,其重要原因在于国资管理体制改革滞后,出资人缺位。党的十六大报告提出"国家所有,分级行使产权"的改革新思路,为深化国有资产管理体制改革确定了基本目标和原则。It is the great task of deepening the economic system reform to reform the management system of state-run assets. With the promotion of the state-owned enterprise reform, the problem existing in the system, 'All of country, Differentiated control', which our county had implemented for a long time, came out obvious. The main reason lies in that the state-run assets reform of management system lags behind and the contributor lacks its location. The 16th Party Congress report proposed a new train of thought of reform on ' all of countries, exercise the property right in grades'. It has confirmed a basic goal and a principle in order to deepen the reform of management system of state-run assets. 
