摘　　要：党的十六大报告提出"坚持增强党的阶级基础和扩大党的群众基础相统一",是对马克思主义党建学说的理论创新。在坚持党的工人阶级先锋队性质不变的基础上,扩大党的群众基础,吸收其他社会阶层中符合党员条件的先进分子入党,有利于增强党在全社会的影响力和凝聚力,有利于调动一切积极因素,把我国建设成为富强民主文明的社会主义国家。On the basis of insisting that does not change in nature of vanguard of the working class of the party, expand the mass foundation of the party, could help to strengthen the Party's influence power and cohesiveness in the whole society , help to arouse all positive factors , turn our country into the prosperous, democratic and civilized socialist state.
