企业集群工业园的发展及其对南京的启示

摘　　要：企业集群工业园是新型的工业园,其发展模式有4种:以产品为主线,以市场销售为主线,以引进科技、提高产品档次为主线,以创品牌、增强区域经济特色为主线。其经济竞争优势在于发挥企业间的合作效应、竞争效应、知识溢出效应、吸聚及衍生作用。就南京而言,企业集群工业园的建设在产业选择上应围绕化工、电子、汽车、钢铁等产业为主导,以引资为重点,以某一产品为龙头,发展高科技特色工业园;空间布局上应以现有开发区为基础和依托,积极促进同类企业的集聚和上下游产业链的关联,建设专业化的特色工业园,强化同一园区中同类企业的集中发展;在管理上强化政府的作用,引导区内企业加强行业自律。Industrial parks for enterprise groups are new type of industrial parks with the following four patterns of development:development centeredby products,by market sale,by introduction of scientific technology to improve the product grade,and by the creation of brand to increase the featuresof regional economy.The economic competitive advantages lie in the fact that it can bring into full play the cooperation effect, competition effect,knowledge overflow effect,gathering and derivation effect.As far as Nanjing is concerned,the construction of industrial parks for enterprise groupsshould be centered around such industries as chemical industry, electronic industry, auto industry and steel industry in terms of selection ofindustry. With introduction of investment as the key point and with a certain kind of product as the priority for production , try to develop industrialparks with high-tech characteristics. The spatial arrangement must be based and should rely on the existing development zones . Enterprises of thesame trade are encouraged to gather in the park and relationships between downstream and upstream industries are encouraged so as to build aprofessional featured industrial park. The centralized development of enterprises of the same trade in the same park is thus strengthened. Governmen-tal administration function is intensified in terms of management to guide the self-discipline of the enterprises within the parks.[
