摘　　要：城市设计运作的目标是推进社会的整体协调发展和增进社会公共利益。从“新城市主义”运动的社会价值取向、社会基础、社会目标与应对策略以及整个社会实践过程中可以得出:城市设计运作正在从“政府主导型”转变为“公共管理型”的运作趋向。The purpose of management of city design is to boost the overall collaborative development of the society and increase the socialpublic interests.In can be seen from the social orientation of the'new cityism'movement,its social bases,social goal,the responding strategiesand from the whole course of social practice that the management of city planning has shifted from'government-guided'to'public-oriented'management.[
