摘　　要：在现代社会 ,政府和市场一直被认为是推动农业发展的重要力量 ,两者存在互为消长的关系。台湾农业经历了由政策引导向市场主导的转型 ,福利农业就是在农业转型之后 ,台湾当局农业政策选择的结果。然而 。In the modern society, the government and market hav e been considered all the time to drive the agricultural development.
