摘　　要："温州模式"是民有、民营、民享的经济,这构成了民本模型的全部内涵。传承于整个中华文化的"民本"思想,构成其模型的文化根基;"以民为本"的本质,构成其模型的主题框架;温州模式的成效,构成其模型的启示效应,即政府应该以民为本,轻管制重服务,大力发展"民本经济"。Wenzhou mode' is the economy of the people, by the people, for the people, which is all the meaning of The Model of 'the Economy Based on the People' 'Basing on the people' thought has been passing on the whole Chinese culture and forms the culture groundwork of the model; the essence of 'Basing on the people' forms the primary frame of the model; the success of 'Wenzhou mode' forms the inspire of the model, that is, the government should think of the people as the root, administrate the least, serve the more, and develop energetically the economy based on the people 
