摘　　要：欧洲一体化实践打破了“超国家主义”与“政府间主义”相互对峙的局面 ,欧洲联盟倾向于实行一种灵活、动态的多层级治理。本文在分析多层级治理特征的基础上 ,分别评述了相互区别又相互联系的五种治理模式 ,指出在民主合法性的制约下 。The process of European integration has, to some extent, changed the situation of “supranationalism” confronting “intergovernmentalism”. The EU prefers to have a flexible and dynamic Multi level Governance (MLG). Based on the analysis of the characters of MLG, this paper describes the five different but interconnected modes of MLG of the EU,and argues that, with the constraint of democratic legitimacy, to choose appropriate modes of governance has become a vital issue for the European Union.
