摘　　要：党的十六大确立了全面建设小康社会的奋斗目标。农业组织化程度的高低是检验我国能否全面实现小康社会的一个重要标志。而构建农业组织化体系就必须按照一定的步骤、具备规范的组织原则和具体的实施措施。The 16th national congress of the Communist Party of China has established the objective of the struggle of building the society of well - to - do level all - sidedly. The height of the degree is to examine the important sign whether our country could realize the society of well - to - do level all - sidedly that the agricultural organization melts. It must be according to certain procedure, implementation measure with organizational principle and concrete of the Standard to structure the system of melting of agricultural organization.
