摘　　要：西部大开发作为一种国家经济发展计划提出已有五年之久了 ,从其产生到今天各方面反映来看是积极的 ,并产生了一系列初步成果。从制度安排的角度出发 ,从国家政府和民间经济主体两个角度对这项制度安排做出供求分析 ,并给出一定政策建议。As a plan of country's economic development,West Development has been put forward for five years.From its out to today,its outcame has been positive,and comes out a series of good effects.From system-arrangement's viewpoint,This article makes a demand-supply's analysis about the system-arrangement from country's and civil economic body's viewpoints respectively,and gives some political suggestions.
