首府集中度和西部城市化模式探索

摘　　要：城市首位度是最早提出来对城市规模状况的指标描述 ,但随着经济的发展 ,处于第二位城市的人口数量的增加 ,首位度日益无法得力地描述城市体系的特征状况 ,更无法表述出地区人口在首府城市的集中程度 ,为此本文提出了城市首府集中度的概念 ,将首府集中度划分为不同的等级层次。对比中国与世界平均及中、俄间的首府度分布曲线 ,从而得出结论 :中国大城市的发展潜力仍然很大 ,应进一步扩展和完善大城市。西部地区地广人稀 ,对比分析俄罗斯和西部的首府度状况 ,相应地提出西部开发模式。City is the engine of the progress of a society. The largest city in a country or a district should become the primary undertaker of various activities. It is also a place that has great centralization. Urban primacy index is the earliest index to describe conditions of urban scale. But with the development of economy, the increase of population in the city of second degree, urban primacy index can't describe the characteristics of urban system well and the degree of population centralization degree in the capital city. For this reason, this paper puts forward a new concept——Capital centralization index (CCI), and calculates the capital centralization index of different countries in the world. In consideration of city capital that administrative area boundary of complete, we can divide the Capital centralization index (CCI) into different level of structure. Compares and contrasts Chinese CCI with World's Muscovite CCI distribution curves, we found that Chinese Capital centralization index (CCI) distributes dispersedly. Its capital centralization index (CCI) is a mature distribution. From that we get the conclusion: big cities in China have great potentiality. It is important for China to develop big cities' agglomeration economy. West China has large region and small population. Natural condition is extremely like Russia; By comparative analysis of Russia and western Capital centralization index (CCI) distribution, we can put forward the developing modes of western regions. In order to save constructive fund, protect weak ecological environment, it's necessary for the economy and population to have a concentrative distribution. Construction in small regions can bring high input, high output and strong administration. Environmental protection, low disturbance, low destruction, and gradual restoration are carried out simultaneously in large regions. So, at first we should build well grade primary city of different degree. This is consistent with increasing pole theory.
