摘　　要：论述了建立引黄工程运营管理与汾河流域水资源管理相结合的新体制的必要性,提出了建立汾河流域水资源管理新体制的框架性设想,且为保证其有效实施,进一步提出应建立相应的保障体系,包括法律保障、行政保障和经济保障。This paper discusses on the necessity of establishing a new managing system that integrates the operation management of Yellow River Diversion Project (YRDP) and the water resources management of Fenhe River Basin into one, puts forward a frame presumption of establishing the new system for the water resources management of Fenhe River Basin, and in order to guarantee its effective practice, further puts forward some suggestions of setting up corresponding protective system including legal protection, administrative protection and economic protection.
