晚清新政时期中央与各省关系初探

摘　　要：晚清新政,包括洋务新政、甲午新政、20世纪初年的新政和预备立宪四个互相联系而又逐步递进的过程。在晚清新政的过程中,清政府最初以下放给督抚事权的方式推进改革,最后又力图通过集权来加强中央权威。所以,晚清新政的历史,就是中央与各省不断调整关系的历史,也是中央权力与各省权力此消彼长的历史,还是晚清中央集权体制不断衰弱的历史。总结这一历史,对我们进一步认识近代中国社会发展的特点将是十分有益的。The new policies during the late Qing Dynasty includes four processes;the new policies of for-eign affairs, the jiawu new policies, the new policies in the early years of the 20th century and the prepa-ration for constitutionalism which are interconnected and gradually progressive. During the processes, Qing government at first gave impetus to reform by means of transferring the power to the commander-in-chief and the governor of a province and at last tried to strengthen the authority of the central government by means of centralization. So the new policies of the late Qing Dynasty is the sort of history which the central government and provinces continually adjusted the relationship, the power of the central government and provinces flowed and ebbed, the centralized system continuously declined. Summary of the history during the period will be of great benefit to us to further learn the feathers of the development of modern China.
