摘　　要：黑龙江省66个县(市),在“笫二届全国县域经济基本竞争力百强县(市)名单”中无一上榜。主要差距在于人均GDP、人均财政收入相对偏低;GDP对财政的贡献率、人均城乡居民储蓄余额低于百强县;县(市)经济结构调整速度慢;财政供养人口增长过快,财政负担重;县(市)主要领导调动频繁,观念落后。要提高黑龙江省县域经济基本竞争力,应落实党的十六大提出的“壮大县域经济”的号召,稳定县(市)班子,抓住机遇,加大县域经济结构调整力度,与时俱进,建立健全县域经济发展评价指标体系,坚定信心,迎难而上。In all these Heilongjiang province 66 towns(cities) ,had no position in'the list of the second season of national town reign's economic basic competitive force in hundreds of powerful towns( cities)' .The main distance is that the average GDP,the average financial income is comparatively low; The GDPcontribution rate to the finance, and the average county people s saving accounts are lower than hundreds of the powerful towns; The speed of the economic structure adaptation is low;The population of the finance raising grows too fast, and the burden of the finance is too heavy;The main leaders of the towns(cities)rotating quite often, and opinions are old - fashioned. In order to arise the competition force, we must recall the signals of 'to enforce the town economy'represented in the 16th national people' s congress, to peace the towns(cities) leading group, and to grasp the opportunity, enforce economic structure adaptation force in the towns reign keep the step of age, set and enhance the system of town reign economic development criticism, set up the confidence and face the difficulties.
