矿业经济被动局面的改善与可持续发展

摘　　要：文章简要地介绍了辽宁省某县某地矿产资源开发所面临的危机局面,并对我国有色金属矿山资源管理现状作了分析和评论,认为我国在矿产资源的勘查、开发、流通及资源储备等方面的现状都是不容乐观的。讨论了矿产资源对矿业经济可持续发展战略的影响,指出矿产资源是不可再生的,按可持续发展的要求,应在耗尽之前找到替代这种资源的新资源。为了改善这种现状,对应采取的对策进行了深入的探讨,以期从社会经济发展、法律建设及法规实施和社会效益、所有者利益及资源管理等方面引起广泛的关注。The crisis an area in Liaoning province faces to during mineral resource development is introduced in brief and some analysis and comment is made on the situation of nonferrous metals mineral resource management in China. It is considered that the mining situation should not be looked down on concerning about exploration,exploitation,circulation and reserve of mineral resources in China. The impact of mineral resources on the sustainable development of mining economy is discussed. It is pointed out that mineral resources couldn't be reborn and the old one should be replaced by a new one before it is drain up. In order to improve the situation the countermeasure should be thought over from the view of social and economic development,law system construction,owner's benefit and mineral resources management.
