摘　　要：人类跨入21世纪后,知识经济成为新世纪各国经济发展的主要取向。知识经济发展的最重要基础是人才,没有大批优秀人才,知识经济将成为无源之水,无本之木。采取切实有效的措施,加快人才培养,充分发挥人才在经济和社会发展中的作用,是新世纪加快经济和社会发展的第一要素。With the entrance into the 21st century, knowledge economy has become the main orientation for economy development all over the world. The most important base for the development of knowledge economy is talents. Without lots of excellent talents, knowledge economy will become water without a source, and trees without roots. Taking the practical and effective measures, enhancing the training of talents, and making full use of the role played by talents in the development of economy and society is the foremost important element to increase the development of economy and society.
