少数民族集中连片特困地区扶贫攻坚模式探讨——遵义市武陵山片区扶贫攻坚情况研究

摘　　要：武陵山片区涉及湖北、湖南、重庆、贵州四省市的11个地(市、州)、71个县(区、市),集革命老区、民族地区、贫困地区于一体,是跨省交界面积大、少数民族聚集多、贫困人口分布广的连片特困地区。为积累以跨省片区为单元组织大规模扶贫攻坚的经验,党中央决定在武陵山片区率先开展区域发展与扶贫攻坚试点,并决定由国家民族事务委员会为武陵山片区扶贫攻坚试点工作的联系单位,为全国其他连片特困地区扶贫攻坚工作的推进发挥示范引领作用。通过对遵义市武陵山片区扶贫攻坚完成情况的调研,梳理目前已采取的扶贫措施和存在的困难,有针对性地提出对策和建议,旨在探讨少数民族集中连片特困区脱贫致富,加快同步进入小康社会的模式。Wuling mountain area covers a land of 11prefectures(cities)and 71counties(districts)of Hubei,Hunan,Chongqing and Guizhou province.This is an integrated area of old revolutionary area,ethnic area and poverty-stricken area.This cross-province vast area is a clustering contiguous extremely poverty-stricken area inhabited by ethnic minorities and with a large poverty-stricken population.In order to collect experience of poverty alleviation at a large cross-province scale,the Central Committee of Communist Party of China decided to choose Wuling Mountain area as a pilot site to start regional development and poverty alleviation.State Ethnic Affairs Committee has been chosen to be the liaison unit for this very poverty alleviation program,to set up a model for the promotion of poverty alleviation in clustering contiguous area across China.Through the case study of Zunyi City concerning the progress of poverty alleviation in Wuling Mountain area,the article sorts out the current poverty alleviation measures and existingdifficulties,offers corresponding strategies and suggestions so as to discuss the issue of poverty alleviation and becoming better off in clustering contiguous area inhabited by ethnic minorities,and help enter into thewell-off society alongside.
