生殖健康项目中倡导活动的策略及效果评价

摘　　要：目的　探讨倡导活动对生殖健康项目实施的促进作用。方法　通过问卷评估、查阅文献档案、小组访谈和关键人物深入访谈的评估方法 ,了解联合国人口基金第四周期援华方案P0 3子项目的倡导策略、技巧和在整个方案中产生的作用。结果　P0 3项目在国家级和县乡级开展宣传倡导活动 ,涵盖 3 1名国家级决策者和 13个省的 15个县的 60 0余名县乡级决策者。在项目实施地区为其它子项目的实施创造了良好的环境。结论　倡导活动开发了决策者 ,促进了多部门合作 。ObjectiveTo discuss how advocacy program promotes reprod uctive health project. MethodsTo know more about advocacy strategy,skill and fu nction based on evaluation P03 through questionnaire,group interview,focus group interview and literature review. ResultsAn advocacy program at national level and county level,includes 31 national policy-makers and more than 600 decision-makers of c ounty and township level from 30 counties in 15 provinces,which makes good envir onment to implete the other sub-project in pilot areas. ConclusionDecision-makers are developed and multi-depart ment collaboration is promoted through advocacy program.It is key part to make reproductive health project successfuly.
