摘　　要：网络信息资源的开发和利用与用户自身条件没有直接的关系,而是与用户对网络资源的接受程度密切相关。应该以用户接受为主线索进行网络建设的规划,强调用户的个性化需求。参考文献8。The author thinks that the development and utilization of network information resources are not related directly with user's conditions, but with user's acceptance of network resources.
