摘　　要：要办好新型农村合作医疗 ,其合作基础应由“单赢”思路向“双赢”思路转变 ;保障职能由单纯医疗保障向医疗预防保障转变 ;医疗定点由行政指定向竞争择优转变 ;To successfully run cooperative medical system in rural area, the base of cooperative system should transmit from the idea of mono-win to that of bi-win, health security functions should transmit from simple health security to medical prevention security. The fixed medical units should transmit from government appointing to priority selection by competition. The management system should transmit from elastic state of restricting to necessary state of restricting.
