拉美国家债务危机的成因及对中国的启示

摘　　要：20世纪70年代以来,拉美国家为了发展本国经济,大量举借外债。外债的迅猛增加,直接导致了80年代的债务危机及其后的金融危机。从拉美国家债务危机的成因中我们可以得到一些启示:在利用外资发展本国经济的过程中,必须保持适度的外债规模,合理优化外债结构,明确举债的目的,提高外债的使用效益,完善外债的风险管理,以避免发生债务危机和金融危机。Since1970s,in order to develop economy,Latin American countries have borrowed a lot of foreign debt.The quick increase of foreign debt directly leads to the debt crisis in1980s and the following financial crisis.From the reasons for the crisis we can learn some lessons:in the process of developing economy with the help of foreign capital,we must keep a moderate amount of foreign debt,optimize reasonable structure of foreign debt,make clear the purpose of borrowing debt,raise the effect of employing foreign debt,perfect the risk management of it so as to avoid debt crisis and financial crisis.
