摘　　要：“三农”问题的核心是农民问题 ,而农民问题的核心是农民的收入增长问题。论文分析了影响农民增收的制约因素 ,并重点探讨了农民增收的途径 (对策建议 ) :农村剩余劳动力转移 ;增加农村教育投资 ;精简农村政权组织 ;改革农村土地制度 ;While helping peasants out of poverty is the key to solve the three problems concerning peasants,rural areas and agriculture in today's China,the key to help peasants out of poverty is to increase their income.In this paper,both functions of peasant income increase and factors restraining the increase of peasant income are explored.But the focus of this paper is to explore the ways to increase peasant income,such as the flow of the surplus labor from rural areas to cities,the increase of investment in education,simpler administration,the reformation of the land system,and the adjustment of the industrial structure in rural areas.
