摘　　要：当前信息化建设中的一个普遍问题是重技术、轻管理 ,即在信息化建设的具体操作上以技术设备的配置为主 ,忽视了以管理理论、管理思想特别是管理方案的创新研究为支撑点。警察管理体制研究的新方向 ,包括新模式下的公安组织结构、警察人事管理、标准的电子警务业务流程设置等。为提高公安行政效率 ,迎接电子警务时代的到来 ,对“电子警务”下的警察行政管理体制的研究是一种必要和创新 ,是警察管理学科研究的新领域。A general problem in constructing of information is that we used to make our eyes on technology and have not cared about how to manage it in recent years.The new study orientation of public security administrative system determined includes the follows:structure of public security organizations in a new model,personnel management of police,process sets of standardized electronic policing,os on.To study police administrative system under“electronic policing”is a brazing new trails,indispensability,and a new research field of police administrative discipline.
