摘　　要：在电力系统运营中部分用户拖欠巨额电费,严重阻碍电力行业的健康发展。建立预收费系统,对用户进行评级、授信,从而确定各用户应预交纳的电费,可以在最大限度避免供电企业损失的同时尽量避免干扰用户的正常用电,从而对电费收缴进行有效的管理,使供电企业和用户发展走上良性循环的道路。Some customers are in arrears with a great amount of electricity charges in operation of power system, which has seriously hindered the healthy development of power industry. The advanced - charge system, which will be established to evaluate the quality of customers and assign them credit in order to decide the advanced charge of individual customer. As a result, the loss of the power supply enterprises can be avoided to a maximum extent and it can also prevent the interference of customer from normal power consumption. The charge can be under effective control and both power suppliers and customers can be on the good circulation routine.
