摘　　要：优化警力资源配置必须正确认识和处理好警力资源配置和改革机构设置的关系,搞好警力资源重组,走出“警力倒置、不愿作为”的误区;必须正确认识和处理好警力资源配置和改革警务机制的关系,提高警力使用效益,走出“警力流失、难有作为”的误区;必须正确认识和处理好警力资源配置和开发警力资源的关系,激活警力资源,走出“警力不足、无法作为”的误区。In the great practice of complete construction of wealthy society, how to dig out the potentiality of the public security affairs? The key is that the misunderstandings about bettering the allocation of police forces, about difficulty to act due to police force's transfer, about disability of the police because of shortage of police forces, must be settled. Then, the allocation of police forces will be well made, as well as effectively.
