摘　　要：结合伊朗国家石油公司炼油厂改造和油库建设工程实例对国外工程项目的特点进行了分析,提出了设 计仍是工程项目的龙头、采购是工程项目的关键及其工作内容,对施工环节中施工单位的选择和合同管理提出了 要求和建议。Features of foreign engineering project have been analyzed based on the refinery revamping and oil terminal construction project of NIOC. It is pointed out that engineering design is still the main factor, and purchase is the key of the engineering project. Procurement scale of work is specified. Requirements and suggestions on construction company selection and contract management have been proposed.
