关于纪检监察制度创新的若干思考

摘　　要：在推进反腐败工作和党的作风建设过程中,党的纪律检查和行政监察工作发挥着特殊的重要作用。新世纪新阶段我国纪检监察工作面临着新的机遇,但同时也面临着一些突出问题:一是现行的纪检监察工作体制因缺乏独立性而造成职能“缺位”;二是现行反腐败领导体制和工作机制不能发挥应有的作用;三是纪检监察工作党政不分,以党代政、以党代法的“越位”问题突出;四是在思想方法和思想观念方面,思想封闭,观念落后,视野狭窄,循规蹈矩,创新不足。要改进和完善纪检监察工作应抓好以下工作:一是要构建纪检监察新体制,确保纪检监察部门独立自主和富有成效地开展工作;二是要理顺内部机制,确保纪检监察部门的人员、经费、装备、技术手段能够满足工作的需要;三是要提高案件查处概率,打消腐败分子的侥幸心理;四是要加大处罚力度,提高对腐败分子总体处罚水平特别是要加重经济处罚;五是要深化改革,创新体制,不断拓宽预防和解决腐败问题的领域;六是要加强反腐倡廉的宣传教育,争取人民群众的支持和参与;七是要建立和完善现代反腐败制度,把反腐败寓于各项重要政策措施之中。The discipline inspection and administration of the party working to give play to special important function,in the course of advancing the anti-corruption work and style construction of the party.The discipline inspection and controlling work of our country is facing the innovative opportunity in the new stage and new century ,but facing some problems at the same time:Firstly,the lacking independent character of the current discipline inspection and contro lling system caused the function 'lacks the location' .secondly,the current leadership structure struggle against corruption and the working mechanism can't play a due role,thirdly,the question on the demarcation line between the discipline inspection and controlling work is out-standing,fourthly,in way of thinking and concept,thoughts are sealed,the idea lags behind,the field of vision is narrow,innovation is indefinite.Should do a good job like followings if improve and perfect the discipline inspection and controlling work:The first is to structure the new system for discipline inspection and controlling work,guarantee that discipline inspection and controlling department promote one's work independently and fruitfully,the second is make the inside mechanism in order,guaran-tee the personnel,funds,equiping,the technological means can meet the demands of the work,the third is improve the probability of the investigating case,dispel the good fortune psychology of corruption.the fourth is increase punishment,raise to the punishment competence to corrupt members overall especially the economy punishment,the fifth is deepen reform and bring forth new ideas on the systems.widen the fields of preventing and solving corrupt problems constantly,the sixth is strengthen the propagation and education of struggling against corruption and encourage honesty,strive for the people's support and participa-tion,the seventh is will set up and perfect modemanti-corruption system.reside the anti-corruption in every important policies and measures.
