摘　　要：联合国贸易法律委员会 (UNCITRAL)正在讨论国际海事委员会 (CMI)提交的运输法 (草案 )。作者通过参加CMI和UNCITRAL的会议 ,提出运输法 (草案 )的三个难点问题 :第一 ,如何调整除承运人以外的众多责任主体 ;第二 ,适用什么样的责任制和责任基础 ;第三 。UNCITRAL is now just discussing the Transport Law (Draft)produced by the CMI,the author puts out three key points concerning the Transport Law(Draft)through taking part in the meetings of CMI and UNCITRAL. The three key points are:1. how to adjust the persons liable for the carriage of goods other than the carrier;2. how to establish the system of responsibility and the basis of liability for the carrier;3. how to transfer the relevant articles from trade law into the transport law.
