摘　　要：从"三个代表"的科学内涵角度,论述了德法兼治的客观需求,并探讨了他们的不同特点,即调整范围不同,实施方法不同,侧重点不同,提出了"德法兼治"相辅相成、互相促进,从而实现标本兼治的目的.This essay discussed the objective need of governing with morality as well as governing by law from the scientific content of the 'three represents',and inquired into their different characteristic.Namely the scope of investigation is different,the method of mplementation is different,the point of emphasis is different.The essay also put forward that 'ruling with morality as well as ruling by law',complement each other,promote each other,thereby realize the aim of governing both in symptom and origin.
