摘　　要：论文提出并实现了一种H.261建议下的可视电话系统。系统采用了根据视频图像数据量来自动调整编码率的关键技术,利用这种新的变码率技术对由摄像机获取的视频信号进行编码压缩,再通过光纤对编码后的H.261标准数据流进行传输,以供通话双方实时观察对方的形象。实验表明,该系统性能稳定,具有良好的实时传输效果。In this paper,a video telephone system based on H.261suggestion is presented,The system employs the im-portant technique of automatically adjusting the coding rate according to the image data quantity.Using this new variable coding rate technique the video signal is coded and compressed,and transferred through a fiber-optic to watch each other.Experiments show that the system works stably and has a good real-time effect.
