摘　　要：“三农”问题凸现了当前中国经济改革与发展中无法回避的重大问题。庞大的农村剩余劳动力向城市特别是大中城市转移已成为解决问题的基本取向 ,经济学理论充分证明了其必然性和合理性。吸纳农民进入城市 ,完成村民成为市民的嬗变 ,既符合经济运行法则 ,也是社会发展的必然结果。The problem of agriculture,Peasants,and countryside is evolving as the important obstacle that is unsurpassable for China economy reforms and development currently . The huge surplus labor force in agriculture transfers to city,especially big and middle city, is becoming essential tropism that the obstacle is resolved. Its inevitability and rationality has been well indicated by the economics theories. The farmers entering into city and becoming citizen, is accord with economy action laws and is the inevitable outcome of the society development.
